The commissions of Municipal Council assume powers of decision-making and overseeing, in addition to those which are strictly informative. The make-up of each commission must be proportional to the number of councillors representing each political party on the Municipal Council. They exercise, in relation with matters within their sphere of action, the resolutionary functions attributed by the Municipal Charter and the Organic Regulation and those delegated by the Municipal Council. They make decisions on the issues that are to be submitted to the Municipal Council, although their resolutions are not binding. They advance, control and oversee the activities of the organs of municipal executive administration, and monitor periodically the execution of the programme of action, in relation with the areas of their competence. Among their decision-making functions are the authorisation and awarding of certain administrative and private contracts, as well as the initial approval of ordinances and regulations relative to their respective sphere of action.
